BAŞKANDAN MURAT SARAYLI Türkiye, adeta tarihin kırılma kavşağında ve yarınını arıyor. Bizler de sadece günümüzü değil, yarınlarımızı da belirleyecek nitelikte kritik olay ve gelişmeleri izliyor; bir anlamda, tarihe tanıklık ediyoruz. On yıl kadar önce sıkça dillendirilen 'küreselleşme' ve 'bilgi toplumu' kavramları, ülkemizde gerçek boyutlarıyla henüz algılanmaya ve anlamlandırılmaya başladı. Türkiye, umutla ve heyecanla vizyonunu arıyor. Böylesi bir dönemde TÜGİAD yöneticileri olarak, küresel bir perspektifle ülkemizin sorunları ve geleceğiyle yakından ilgilenmek; sonuçta toplumsal zemini de olan vizyoner bir duruş sergilemek durumundayız. Günümüzde, dünyanın gelecek tasarımı yapılmakta ve küresel boyutlu yeni bir denge aranmaktadır. Soğuk savaş döneminin sona ermesinin ardından ortaya çıkan boşluk henüz doldurulamamıştır. Nitekim, dünyanın en büyük askeri ittifakı olan NATO, son derece önemli ve tarihi toplantısını İstanbul'da gerçekleştirdi. Toplantı sonrası Zirve'den beklenen açıklamalar yeterince açık ve çarpıcı nitelikte bulunmadı. Bunun bir süreç olduğu ve bu süreçte ülkelerin üstlenecekleri rollerin ekonomik, sosyal ve stratejik derinlikleri ile paralel belirleneceği gerçeği göz ardı edilmemelidir. Türkiye, Avrupa Birliği'ne tam üyelik sürecinin en kritik aşamasını yaşamaktadır. AB tam üyeliğimiz konusunda yıl sonunda yaşanacak gelişmelere ilişkin belirsizlik henüz giderilememiştir. Türkiye, sorumluluklarının gereğini yerine getirmeli; ancak kazanılmış haklarını da gözetmelidir. Zira AB'nin de bize karşı sorumlulukları vardır ve bu sorumluluklarını yerine getirmek durumundadır. Bir anlamda, Türkiye'nin, Avrupa Birliği'ne koşulsuz teslimiyeti söz konusu olamaz. Diğer yandan, 'Birlik' kavramından da, egemenlik haklarını bir merkezde toplayan 'statü' değil; yönetişim(governance) olgusundan da esinlenerek, egemenlik haklarının yaygınlaştırılması ve paylaşımı, anlaşılmalıdır. Yeni bir bin yılın eşiğindeki dünyada artık, gelecek on yılların "vizyon"u konuşuluyor ve tasarlanıyor. Bilgiye dayalı teknolojilerin başdöndürdüğü; bilişim otoyollarıyla kuşatılmış bir dünyada, Türkiye'nin yeri ne olacak? 2010 yılında Türkiye, ekonomide, eğitimde, sağlıkta, bilimde, hukukta hangi düzeyde olacak? Ekonomik büyüme ve kalkınma hızımız, nüfus artış oranımızı taşıyabilecek mi? Beyin gücümüzü, ülkemizde tutma başarısını ne oranda başarabileceğiz? Hala ekonomik krizlerin, toplumsal ayrışmanın endişesi içinde ve umutsuzca yaşamaya devam mı edeceğiz? Türkiye, artık bu tür soruların cevaplarını sorunsuz biçimde verilebileceği bir ülke olmalıdır. Bu ülke bizlerden, yıllarının ötesinin kurgulaması ve planlamasını bekliyor. 21'inci yüzyıla uygun yapılanmayı ortaya koyamadıktan sonra, sadece Avrupa Birliği'ne tam üye olma merkezli yoğunlaşmamız, yaşadığımız hayal kırıklıklarının son olmamasına yol açacaktır. Oysa, yoğunlaşmamızın merkezinde dünya ve tüm insanlık olmalı; ancak bunun için de öncelikle ülkemiz ve insanımızın yarınlarına yönelik endişeleri gidermeli ve çaba harcamalıyız. Türkiye güçlü bir ülkedir. Bu gücünü, coğrafi konumundan, sınırlarını aşan ortak kültür havzasının büyüklüğünden, tarihi birikiminden, genç ve dinamik nüfusundan, zoru başaran girişimcisinden, evrensel nitelikte kabul görmüş insani değerlerinden, demokratikleşme sürecinde kazandığı birikimden ve Cumhuriyetimizin kazanımlarından almaktadır. Sahip olduğu bu güç parametreleriyle uygun bölgesel açılımlar yapan bir Türkiye, bazılarının dillendirdiği 'medeniyetler çatışmasını' da engelleyebilecek önemli bir ülkedir. İnsanlık, refah toplumunda ve barışın hüküm sürdüğü bir dünyada yaşamak istemektedir. Türkiye olarak bizim de istediğimiz budur. Türkiye, tarihi, coğrafyası ve beşeri derinlikleri sebebiyle dünyada kalıcı barış ve istikrarın hem kilidi, hem de anahtarı bir ülkedir. Bu gerçeğin, dünyanın ve tüm insanlığın huzur ve zenginliği için değerlendirilmesi, bizim kadar diğer ülkelerin de göz ardı etmemeleri gereken bir husustur. Önce coğrafyamızda ve ardından küresel boyutta oluşmasını dilediğimiz yeni dünya medeniyetinin oluşumunda, AB sürecinde yaşanacak gelişmeler de belirleyici olacaktır. Umarız bu gelişmeler, insanlığın ortak akıl, bilinç ve çıkarı çerçevesinde oluşur. Dünyanın yeni dengesini tesis etme çabalarının, beraberinde yeni bir dünya medeniyeti projesinin çerçevesini de ortaya koyması kaçınılmaz olacaktır. Anılan çerçevenin, insanlığın ortak değerlerini kucaklaması, küresel barış ve istikrarın da güvencesi olacaktır. Evrenselleştirilebilir nitelikteki değerlerimiz üzerine oturmuş küresel boyutlu bir medeniyet, insanlık için istikrarın, huzurun ve zenginliğin kaynağıdır. Türkiye, Cumhuriyetin kazanımlarından edindiği birikimle, çağdaş ve modern dünyada etkin biçimde yer almak ve sürdürülebilir biçimde kalkınmak için öncelikle toplumsal uzlaşmayı başarmak zorundadır. Uzlaşmadan ortak dil; ortak dil olmadan ulusal ve küresel bir vizyonumuz olamayacaktır. Sorunlarımız nasıl tanımlanırsa tanımlansın, değişmeyen tek gerçeğimiz 'Türkiye'nin ciddi sorunlarının var olduğu ve artık bunların çözümlenmesi gerektiğidir'. Türkiye başaracaktır. Güven duygusu, en önemli sosyal sermayemizdir. Kendimize, ülkemize, özverisi ve sabrı defalarca sınanmış ve sonuçta başarılı çıkmış milletimize güveniyoruz. Bunun için, iş dünyası üzerine düşen sorumluluğu yerine getirecektir. Türkiye'de girişimci ve işadamı olmanın ağır bedellerini ödememize rağmen, ülkemize karşı olan sorumluluklarımızın gereklerini yapmak durumundayız. İşadamlarının, sorunlarını aşamamış bir ülkede çalışarak, koşulları giderek ağırlaşan ve değişen ekonomik rekabet ortamında başarılı olmaları mümkün değildir. Zira, küreselleşme nedeniyle, işadamlarının başarısının sadece işletmeleri ve yatırımları ile sınırlı bir çevreden oluşmadığı, artık görülmelidir. Güçlü ve sorunsuz bir toplum; ayrıca istikrarlı ve vizyoner bir yönetim olmadan, bir ülkede iş hayatında başarılı olmayı düşünmek, hiç de gerçekci bir düşünce değildir. TÜGİAD olarak önce kendi aramızda bu bilinci yaygınlaştırma ve işadamının sosyal sorumluluğununun gereklerini yapma konusunda çalışacağız. Sadece ekonomik alanlı değil; ülkemizi ve toplulumuzun temel sorunlarını içeren alanlarla da yakından ilgileneceğiz. Ülkemiz, insanımız ve dünyamız için sorumluluğumuz ve gerçekleştirilecek hayallerimiz var. Artık sorunlarımızı tanımlama ve suçluları arama tartışmalarını bırakmalı; ortak dili yakalamalıyız. Kendimize güvenmeliyiz.. Hayallerimiz için çok çalışmalıyız. Ta ki, dünyanın herhangi bir yerinden havalanan her uçağın içinde, en az bir devlet adamımızın, girişimcimizin, işadamımızın, yöneticimizin, bilim adamımızın, sanatçımızın, diplomatımızın, sporcumuzun ve kültür elçimizin bulunmasını sağlayana ve bunu başarana dek... Turkey is like she is at the crossroads of history's breaking point and in a quest for her future. We follow the critical events and developments that will determine not only our today but also our tomorrows; in a sense, we witness the history. The notions of Ôglobalization' and Ôinformation society' that were frequently pronounced about ten years ago, have come to be conceived and assigned a meaning to the full extend in our country only recently. Turkey is searching for her vision with full of hope and anticipation. In such a period as the administrators of TUGIAD, we have to take a close interest in the problems and future of our country with a global perspective, and ultimately display a visionary attitude that also has a social base. Today, a future design for the world is being built and a new balance with a global dimension is being sought after. The void emerged following the cold war era has not yet been filled. As a matter of fact, the largest military alliance of the world NATO, held its extremely crucial and historic meeting in Istanbul. The declarations expected from the Summit in the aftermath of the meeting were not considered clear and striking enough. The fact that this is a continuous process and the roles undertaken by countries in this period will be determined parallel to their economic, social and strategic profoundness should not be ignored. Turkey is experiencing the most critical stage in the process of full membership to the European Union. The ambiguity about the developments on EU full membership to be experienced at the end of this year has not yet been eliminated. Turkey has to fulfill her responsibilities, but at the same time attend her vested interests. EU has responsibilities to us and has to fulfill these responsibilities. In a sense, Turkey's unconditional submission to the EU can never be in question. On the other hand, the notion of ÔUnion' should be interpreted as the expansion and sharing of sovereignty rights with inspiration from the governance concept, rather than a Ôstatus quo' that sums up the sovereignty rights in one center. In a world that is now in the inception of the new millennium, the Ôvision' of future decades is being discussed and designed. In a world of breathtaking information-based technologies, surrounded by information highways, what position will Turkey occupy? At which level will Turkey be in the year 2010 in terms of economy, education, health, science and law? Will our rate of economic growth and development be able to compensate our population growth rate? To what extent will we succeed in keeping our brainpower within our country? Will we still continue living in desperation worrying about the economic crises and social dissent? Turkey should now become a country that can answer such questions without a difficulty. This country expects that we conceptualize and plan years ahead. Unless we display an appropriate structuring that suits well to the 21st century, only focusing on full membership to EU will result in more disappointments that we still experience. However, the world and the entire humanity should be at the centre of our concentration, but in order to achieve this, we should eliminate the doubts of our country and citizens about their future and strive our efforts accordingly. Turkey is a powerful country. She derives this power from her geographical location, the extent of her common cultural basin that goes well beyond her borders, her historical accumulation, her young and dynamic population, her entrepreneurs who overcome the challenges, her human values that have universal acceptance, the accumulation that she has gained in the process of democratization as well as the achievements of the Republic. Having incurred proper regional initiatives with these parameters of power that she possesses, Turkey is a prominent country that can also prevent the Ôclash of civilizations' as pronounced by some. Mankind wants to live in a prosperous society and in a world where peace prevails. This is also what we want as Turkey. Turkey is not only the lock but is also the key to enduring peace and stability in the world due to her history, geography and human profoundness. Appreciation of this fact for the peace and wealth of the world as well as the whole mankind is an issue that should not be dismissed not only by us but also by other countries. The developments entailed by the EU process will also be decisive in the formation of the new world civilization that we wish to be formed firstly in our geography and then in the global dimension. We hope that these developments will be formed within the framework of collective intelligence, awareness and interest of the humankind. It will be inevitable that the attempts for establishing the new global balance will also bring about the outline for a new world civilization project. Embracement of common human values by the mentioned outline will also be a guarantee for global peace and stability. A civilization with global outlook based on our universalized values, is the source of stability, peace and wealth for the humankind. With the accumulation that she has had thanks to the achievements of the Republic, Turkey has to succeed social compromise first in order to take her place actively in the contemporary and modern world and to develop with a continuous progress. We can neither have a common language without compromise nor a national and global vision without the common language. No matter how our problems are defined, our only constant reality is that ÔTurkey has serious problems and they have to be solved now.' Turkey will succeed. The feeling of trust is our most important social capital. We trust ourselves, our country as well as our nation, whose altruism and patience were tested and turned out to be successful so many times. Towards that aim, the business world will undertake the responsibility that is incumbent on itself. Even though we pay the high costs for being entrepreneurs and businessmen in Turkey, we have to abide by the responsibilities we have for our country. It is impossible for businessmen to work in a country that has not been able to overcome her problems and to be successful in the economic competition environment, the conditions of which change and become increasingly grave. Because, it should be perceived by now that due to globalization, businessmen's success does not merely consists of their enterprises and their investments. It is certainly not a realistic perspective to think about being successful in business life in a given country, which lacks a strong society free of problems as well as a stable and visionary government. Firstly, as TUGIAD, we will work on expanding this awareness amongst ourselves and will try to implement the necessities of the social responsibilities of a businessman. We will work not only in the economic realm, but also in other areas that comprises the basic problems of our country and our society. We have a responsibility and dreams to realize for our country, our nation and our world. We should now put aside the discussions of defining our problems and looking for the responsible ones; but instead we should achieve a common language. We must trust ourselves. We must work hard for our dreams. Until we ensure that there is at least a statesman, an entrepreneur, a businessman, a manager, a scientist, an artist, a diplomat, an athlete and a cultural emissary of ours in a plane that takes off from anywhere in the world; until we achieve this. |
